Seafarers

La fatiga es un peligro porque puede afectar a la capacidad de la gente de mar de desarrollar su labor de manera eficaz y segura. Es importante destacar que la fatiga afecta a todas las personas, independientemente de sus aptitudes, conocimientos y formación. Las presentes directrices se han elaborado a fin de informar a todas las partes que estén involucradas en la seguridad del buque (gente de mar, Administraciones, proyectistas de buques, compañías, proveedores de formación, etc.) sobre la naturaleza de la fatiga, sus causas, las medidas preventivas y las medidas correctivas.

Las Directrices sobre la fatiga han sido aprobadas por el Comité de seguridad marítima de la Organización Marítima internacional (OMI) y contienen módulos independientes que abordan la cuestión de la fatiga desde diferentes ángulos: la compañía, la gente de mar, la concienciación y formación, el proyecto de buque, y la Administración y autoridades del Estado rector del puerto. También contienen ejemplos de herramientas de vigilancia del sueño y la fatiga y un ejemplo de un formulario de notificación de un evento de fatiga.

El objetivo del Convenio internacional sobre normas de formación, titulación y guardia para la gente de mar, 1978 (Convenio de formación), es acrecentar la seguridad de la vida humana y de los bienes en el mar y la protección del medio marino estableciendo normas internacionales de formación, titulación y guardia para la gente del mar.

La presente publicación recoge el Acta final de la Conferencia de 2010 de las Partes en el Convenio de formación de 1978, las resoluciones adoptadas por esa conferencia y el texto completo y refundido del Convenio de formación, los artículos originales, el Anexo revisado y el Código de formación. En ella también se incluyen las enmiendas al Convenio y al Código adoptadas en 2014, 2015 y 2016.

The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 (STCW Convention), aims to promote safety of life and property at sea, and the protection of the Marine environment by establishing international standards of training, certification and watchkeeping for seafarers.

This publication contains the Final Act of the 2010 Conference of Parties to the 1978 STCW Convention, resolutions adopted by that Conference, and a complete, consolidated text of the STCW Convention, its original articles, revised annex and supporting STCW Code. This publication also includes the amendments to the Convention and the Code adopted in 2014, 2015 and 2016.

Целью Международной конвенции о подготовке и дипломировании моряков и несении вахты 1978 года (Конвенция ПДНВ) является обеспечение безопасности человеческой жизни и имущества на море и защита морской среды путем определения международных стандартов подготовки, дипломирования и несения вахты для моряков.

В настоящей публикации содержится Заключительный акт Конференции 2010 года Сторон ПДНВ, принятые этой Конференцией резолюции и полный сводный текст Конвенции ПДНВ, ее статьи, пересмотренное Приложение к ней и Кодекс ПДНВ. В настоящую публикацию вошли также поправки к Конвенции и Кодексу, принятые в 2014, 2015 и 2016 годах.

It is divided into two parts (sold separately):

• Part B – Safety and Health Requirements for the Construction and Equipment of Fishing Vessels, 2005
