Search and rescue

This model course aims to provide knowledge to those who may be designated to perform the duties and responsibilities of a Search and rescue On-Scene Coordinator (OSC) for a Search and rescue incident, as defined in the International Aeronautical and Maritime Search and rescue Manual (IAMSAR), Volume III.

This course covers training in the mandatory minimum requirements for the issue of certificates of proficiency in survival craft as specified in section A-VI/2-1 of the STCW Code.

Une nouvelle édition du Manuel IAMSAR est publiée tous les trois ans. L’édition de 2022 contient les amendements approuvés par l’Organisation de l’aviation civile (OACI) et par le Comité de la sécurité maritime (MSC) de l’Organisation maritime internationale (OMI), à sa cent troisième session, en mai 2021, par le biais de la circulaire MSC.1/Circ.1640, qui entreront en vigueur le 1er juin 2022.

The Mobile Facilities volume is intended to be carried on board rescue units, aircraft and vessels to help with the performance of a search, rescue or on-scene coordinator function and with aspects of search and rescue that pertain to their own emergencies.

A new edition of the IAMSAR Manual is published every three years. The 2022 edition includes amendments, adopted by the International Civil Aviation Organization (ICAO) and approved by the Maritime Safety Committee of the International Maritime Organization (IMO) at its 103rd session in May 2021 by means of MSC.1/Circ.1640, which become applicable on 1 June 2022.

El presente volumen, titulado Organización y gestión, examina el concepto del sistema de búsqueda y salvamento (sistema SAR) mundial, el establecimiento y la mejora de sistemas SAR nacionales y regionales, y la colaboración entre los Estados vecinos encaminada a prestar unos servicios SAR eficaces y económicos.

Se publica una nueva edición del Manual IAMSAR cada tres años. La edición de 2022 incluye las enmiendas aprobadas por la Organización de Aviación Civil Internacional (OACI) y el Comité de seguridad marítima (MSC) de la Organización Marítima Internacional (OMI) en su 103º periodo de sesiones (mayo de 2021) mediante la circular MSC.1/Circ.1640, que entran en vigor el 1 de junio de 2022.

Le présent volume, intitulé Organisation et gestion porte sur le concept du dispositif de recherche et de sauvetage (SAR) mondial, sur l’établissement et l’amélioration de dispositifs SAR nationaux et régionaux et sur la coopération avec les États voisins en vue de mettre en œuvre des services SAR efficaces et économiques.

This course provides specific training for those who may be designated to perform the duties and responsibilities of a Search and rescue mission coordinator (SMC) at a maritime or joint rescue coordination centre or sub-centre for a Search and rescue (SAR) incident, and is based on the content of the 2019 edition of IAMSAR Manual Volume II. The course highlights SMC-relevant issues for the organization of a maritime SAR service in general, and assists States in meeting their own SAR needs, and the obligations they accepted under the International Convention on Maritime Search and rescue, 1979, as amended, together with the International Convention for the Safety of Life at Sea (SOLAS), 1974, as amended.

This model course is one of a set of three based on the three volumes of the IAMSAR Manual: Model Course 3.13 SAR Administration, is intended for government administration and management as discussed in IAMSAR Manual Volume I; and Model Course 3.15 SAR On-scene Coordinator, is intended for mobile SAR response facilities as discussed in IAMSAR Manual Volume III. Together, the three model courses for the three volumes of the IAMSAR Manual provide a full view of the global and national SAR system.

La Conférence internationale sur la recherche et le sauvetage maritimes, tenue en avril 1979, a établi un plan international de recherche et de sauvetage maritimes qui couvre les besoins en matière de systèmes de comptes rendus de navire, de services SAR et de sauvetage des personnes en détresse en mer. La publication comprend les éléments suivants :

• Acte final de la Conférence
• Convention internationale de 1979 sur la recherche et le sauvetage maritimes (Convention SAR);
• Résolutions adoptées par la Conférence

La présente édition inclut les amendements à la Convention internationale de 1979 sur la recherche et le sauvetage maritimes, qui ont été adoptés par la résolution MSC.155(78), en mai 2004. Ces amendements sont entrés en vigueur le 1er juillet 2006.

The International Conference on Maritime Search and rescue, in April 1979, concerned the establishment of an international maritime Search and rescue (SAR) plan covering the needs for ship reporting systems, SAR services and the rescue of persons in distress at sea. Included in the publication are:

• International Convention on Maritime Search and rescue (SAR), 1979
• Resolutions adopted by the Conference

This edition includes amendments to the International Convention on SAR which were adopted by resolution MSC.155(78) in May 2004. These amendments came into force on 1 July 2006.

عُقِد للمؤتمر الدولي المعني بالبحث والإنقاذ في البحار في نيسان/أبريل 1979 بهدف وضع خطة دولية للبحث والإنقاذ في البحار تلبي الحاجة إلى نُظُمٍ لإبلاغ المعلومات من قِبَل السفن، وخدمات البحث والإنقاذ وإغاثة المكروبين في البحر. وتتضمن المطبوعة ما يلي:

• الوثيقة الختامية للمؤتمر
• لاتفاقية الدولية للبحث والإنقاذ البحريين لعام 1979
• القرارات التي اعتمدها المؤتمر

وتتضمن هذه الطبعة التعديلات التي اعتُمدت على الاتفاقية بموجب القرار MSC.155(78) الصادر في أيار/مايو 2004 والتي دخلت حيز النفاذ في 1 تموز/يوليو 2006.
