El objetivo de esta publicación es facilitar información práctica sobre la utilización de instrumentos de bajo costo y de baja tecnología que sean útiles para vigilar las posibles repercusiones ambientales de la evacuación en los océanos de materiales de dragado o de materiales geológicos inorgánicos inertes. Los principales destinatarios de estas orientaciones son los países que están empezando a elaborar medidas relativas a la evaluación de desechos y a la vigilancia, junto con programas de permisos para la evacuación de desechos y otros materiales en los océanos.

Конвенция по безопасным контейнерам 1972 года (КБК 1972 года) преследует две цели:

• поддерживать высокий уровень безопасности человеческой жизни при перевозке и обработке контейнеров, обеспечивая приемлемые методики испытаний и соответствующие требования к прочности; и
• обеспечить единообразные международные правила безопасности, равно применимые ко всем видам наземного транспорта, избегая таким образом распространения противо- речащих друг другу национальных правил безопасности.

 Поправки к КБК 1972 года, принятые резолюцией MSC.310(88), вступили в силу 1 января 2014 года и включают:

• новые спецификации, касающиеся табличек о допущении по условиям безопасности, поясняющие обоснованность одобренных программ освидетельствования и элементы, подлежащие включению в них;
• новое испытание контейнеров, допущенных к эксплуатации с одной снятой дверью; и
• добавление нового Приложения III по контролю и проверке, в котором предусматриваются меры, позволяющие уполномоченным должностным лицам оценивать целостность конструктивно уязвимых элементов контейнеров и принимать решение о том, является ли контейнер безопасным для его дальнейшего использования в перевозках.
