2011 ESP Code
More LessThe International code on the enhanced programme of inspections during surveys of bulk carriers and oil tankers, 2011 (2011 ESP Code) establishes a survey standard for the regular and safe survey of the cargo and ballast areas of oil tankers and bulk carriers.
The Code provides, in particular, requirements for:
- renewal, annual and intermediate surveys
- preparations for surveys
- documentation on board
- procedures for thickness measurements
- acceptance criteria
- reporting and evaluation of surveys.
The 2011 ESP Code became mandatory under SOLAS regulation XI-1/2. Parts A and B of annex A of the Code provide the requirements for bulk carriers with single-side skin and double-side skin construction, respectively. Parts A and B of annex B of the Code provide the requirements for oil tankers with double-hull and non-double-hull construction, respectively. In order to provide an easy-touse Code, IMO’s Maritime Safety Committee agreed that the Code should be closely aligned with the IACS Unified Requirements (UR) Z10 (Hull surveys).
This edition contains all amendments to the code since its adoption: resolutions MSC.371(93), MSC.381(94), MSC.405(96), MSC.412(97) and MSC.461(101). The latest amendments in resolution MSC.461(101) enter into force on 1 January 2021.

Recueil IBC
More LessL’objectif du Recueil international de règles relatives à la construction et à l’équipement des navires transportant des produits chimiques dangereux en vrac (Recueil IBC) a pour objet d’offrir des normes internationales pour la sécurité du transport maritime en vrac des produits chimiques dangereux et des substances liquides nocives énumérés au chapitre 17.
Il prescrit des normes de conception et de construction des navires utilisés pour un tel transport, quelle qu’en soit la jauge, ainsi que le matériel dont ces navires doivent être équipés afin de réduire au minimum les risques auxquels sont exposés le navire, son équipage et l’environnement, compte tenu de la nature des produits transportés.
La présente édition du Recueil intègre un certain nombre d’amendements qui sont entrés en vigueur depuis sa dernière publication en 2016, notamment :
- les résolutions MEPC.302(72) et MSC.440(99) modifiant le modèle de Certificat international d’aptitude au transport de produits chimiques dangereux en vrac, qui sont entrées en vigueur le 1er janvier 2020; et
- les résolutions MEPC.318(74) et MSC.460(101), modifiant les chapitres 1, 15, 16, 17, 18, 19 et 21, y compris une révision complète des informations sur les produits figurant aux chapitres 17 et 18, qui entrent en vigueur le 1er janvier 2021.

SOLAS
More LessOf all the international conventions dealing with maritime safety, the most important is the International Convention for the Safety of Life at Sea, better known as SOLAS, which covers a wide range of measures designed to improve the safety of shipping.
The Convention is also one of the oldest of its kind: the first version was adopted in 1914 following the sinking of the Titanic with the loss of more than 1,500 lives. Since then there have been four more versions of SOLAS. The present version was adopted in 1974 and entered into force in 1980.
In order to provide an easy reference to all SOLAS requirements applicable from 1 January 2020, this edition presents a consolidated text of the Convention, its Protocols of 1978 and 1988 and all amendments in effect from that date. Additionally, this edition includes Unified Interpretations to SOLAS regulations, which were adopted by the Maritime Safety Committee.

More Lessتحتل الاتفاقية الدولية لسلامة الأرواح في البحار، المعروفة باسم اتفاقية سولاس، مرتبة الصدارة بين الاتفاقيات الدولية المعنية بالسلامة البحرية. وتتناول هذه الاتفاقية طائفة واسعة من التدابير التي ترمي الى النهوض بسلامة النقل البحري.
وتُعَدّ هذه الاتفاقية أيضاً من أقدم الاتفاقيات في هذا الميدان، إذ أن صيغتها الأولى اعتُمدَت عام 1914 عقب حادث غرق السفينة Titanic الذي أودى بحياة أكثر من 1500 شخص . ومنذ ذلك الحين، صدرت أربع صيغ جديدة لاتفاقية سولاس. وقد اعتُمدَت الصيغة الحالية عام 1974 ودخلت حيّز التنفيذ عام 1980 .
ولأجل توفير مرجع سهل لجميع متطلبات اتفاقية سولاس المنطبقة اعتباراً من 1 كانون الثاني/يناير 2020 ، تقدّم هذه الطبعة نصاً جامعاً للاتفاقية وبروتوكوليها لعامي 1978 و 1988 وكل التعديلات السارية المفعول اعتباراً من ذلك التاريخ . وبالإضافة إلى ذلك، فإن هذه الطبعة تتضمّن التفسيرات المو حّدة للوائح اتفاقية سولاس التي اعتمدتها لجنة السلامة البحرية.

国际海上人命安全公约
By: 国际海事组织在所有涉及海上安全的国际公约中,最重要的是《国际海上人命安全公约》,也就是众所周知的《安全公约》,它涵盖了旨在提高航运安全的一系列措。
该公约也是同类公约中最早的公约之一:在泰坦尼克号沉没并造成1,500多人丧生后,于1914年通过了《安全公约》第一版。此后,《安全公约》又有四个版本。目前的版本于1974年通过并于1980年生效。

More LessThe Code for the Transport and Handling of Hazardous and Noxious Liquid Substances in Bulk on Offshore Support Vessels (OSV Chemical Code), has been developed for the design, construction and operation of offshore support vessels (OSVs) which transport hazardous and noxious liquid substances in bulk for the servicing and resupplying of offshore platforms, Mobile offshore drilling units and other offshore installations, including those employed in the search for and recovery of hydrocarbons from the seabed.
The basic philosophy of the present Code is to apply standards contained in the Code and the International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk (IBC Code) and in the International Code for the Construction and Equipment of Ships Carrying Liquefied Gases in Bulk (IGC Code) to the extent that is practicable and reasonable taking into account the unique design features and service characteristics of OSVs.

More LessLe Recueil de règles relatives au transport et à la manutention de substances liquides nocives et potentiellement dangereuses en vrac à bord des navires de servitude au large (Recueil OSV sur le transport de produits chimiques) a été élaboré pour la conception, la construction et l’exploitation des navires de servitude au large qui transportent des substances liquides nocives et potentiellement dangereuses en vrac aux fins de l’entretien et du réapprovisionnement des plates-formes au large, des unités mobiles de forage au large et d’autres installations au large, y compris celles qui sont utilisées dans la recherche et l’extraction d’hydrocarbures du sous-sol marin.
L’idée fondamentale du présent Recueil est d’appliquer les normes du Recueil international de règles relatives à la construction et à l’équipement des navires transportant des produits chimiques dangereux en vrac (Recueil IBC) et du Recueil international de règles relatives à la construction et à l’équipement des navires transportant des gaz liquéfiés en vrac (Recueil IGC) aux navires de servitude au large dans la mesure où cela est possible dans la pratique et raisonnable compte tenu des caractéristiques particulières de leur conception et du service qu’ils assurent.

More LessL’utilisation de conteneurs, caisses mobiles, véhicules et autres engins de transport réduit sensiblement les risques matériels auxquels les cargaisons sont exposées. Cependant, si les cargaisons ne sont pas chargées correctement ou avec précaution dans ou sur de tels engins ou si elles ne sont pas bien immobilisées, calées ou arrimées, des dommages corporels risquent d’être causés pendant leur manutention ou leur transport. De plus, la cargaison ou le matériel pourrait subir des détériorations graves et coûteuses.
Le nombre de types de cargaisons transportées dans des conteneurs n’a cessé d’augmenter au fil des années et des innovations, comme l’utilisation de citernes souples, et des progrès permettent de transporter dans des engins de transport des objets lourds et volumineux qui étaient habituellement chargés directement dans la cale du navire (par exemple, des pierres, de l’acier, des déchets et des cargaisons spéciales).
Les préposés au chargement des cargaisons et à leur assujettissement dans ou sur un engin de transport sont souvent les derniers à voir le contenu de l’engin jusqu’à ce qu’il soit ouvert à sa destination finale. C’est dire qu’un très grand nombre d’acteurs, le long de la chaîne de transport, compteront sur la compétence de ces personnes :
- les conducteurs de véhicules routiers et autres usagers de la route lorsque l’engin est transporté par route;
- les cheminots et autres personnes concernées lorsque l’engin est transporté par voie ferrée;
- l’équipage des navires qui transportent l’engin par voies de navigation intérieures;
- le personnel chargé de la manutention dans les terminaux lors du transfert de l’engin d’un mode de transport à un autre;
- les dockers lors de l’embarquement et du débarquement de l’engin;
- l’équipage des navires hauturiers pendant le transport;
- les personnes légalement tenues d’inspecter les cargaisons; et
- les personnes qui déchargent l’engin.
Si un conteneur, une caisse mobile ou un véhicule est mal chargé, cela présente des risques pour toutes ces personnes, de même que pour les passagers et le public.
Le présent Code de bonnes pratiques aide les responsables du chargement des cargaisons dans des engins de transport à comprendre les méthodes à suivre et les précautions à prendre afin de garantir que toutes les personnes qui utilisent ce moyen de fret le font en toute sécurité.
