Convenio para Facilitar el Tráfico Marítimo Internacional, 1965
La presente edición refundida del Convenio de Facilitación incluye las enmiendas de 2022 (resolución FAL.14(46)) adoptada en el 46º periodo de sesiones del Comité de Facilitación. Estas enmiendas que entran en vigor el 1 de enero de 2024 abordan asuntos como los sistemas de ventanilla única la transmisión electrónica de datos las lecciones aprendidas de la pandemia de COVID-19 y los esfuerzos para contrarrestar los efectos de la corrupción.
También se incluyen en esta publicación las enmiendas de 2023 (resolución FAL.15(47)) cuya entrada en vigor está prevista el 1 de enero de 2025. Estas enmiendas afectan a la Práctica recomendada 7.11 y tienen por objeto abordar la necesidad de combatir las actividades ilícitas en los programas nacionales de facilitación de los Gobiernos.
Convention FAL
La présente édition récapitulative de la Convention visant à faciliter le trafic maritime international 1965 (Convention FAL) comporte les amendements de 2022 adoptés par le Comité de la simplification des formalités (Comité FAL) lors de sa quarante-sixième session par le biais de la résolution FAL.14(46).
Les présents amendements qui entrent en vigueur le 1er janvier 2024 portent sur les systèmes de guichet unique la transmission électronique des données les enseignements tirés de la pandémie de COVID-19 et les efforts pour contrer les effets de la corruption.
La publication comprend également les amendements de 2023 (résolution FAL.15(47)) qui devraient entrer en vigueur le 1er janvier 2025. Ces amendements concernent la Pratique recommandée 7.11 et visent à répondre à la nécessité de lutter contre les activités illicites dans le cadre des programmes nationaux de simplification des gouvernements.
FAL Convention
Convention on Facilitation of International Maritime Traffic, 1965
This consolidated edition of the FAL Convention includes the 2022 amendments (resolution FAL.14(46)) adopted at the forty-sixth session of the FAL Committee. These amendments which enter into force on 1 January 2024 address single window systems electronic transmission of data lessons learned from the COVID-19 pandemic and the efforts to counteract the effects of corruption.
The publication also includes the 2023 amendments (resolution FAL.15(47)) that are expected to enter into force on 1 January 2025. These amendments affect Recommended Practice 7.11 and aim to address the need to combat illicit activities in the national facilitation programmes of Governments.

Le présent cours type est destiné à assurer la formation des officiers autorisés par le gouvernement à exercer le contrôle par l'État du port conformément aux instruments de la Convention SOLAS de 1974 (règles I/19 et XI/4) de MARPOL 73/78 (articles 5 et 6 et règles I/4 II/10 III/8 et V/8) de la Convention LL de 1966 (article 21) de la Convention STCW de 1978 (article X et règle I/4) et de la Convention de 1969 sur le jaugeage (article 12).

This course is intended to provide officers of the Maritime safety Administration with information on the different obligations and duties of the flag States as required by the United Nations Convention on the Law of the Sea (UNCLOS). It describes how the flag State administration would efficiently discharge such obligations and duties.

This course is for officers whether they have been ship surveyors masters chief officers or chief or second engineer officers who are to be authorized by their Governments to execute port State control in accordance with regulation 19 of chapter I and regulation 4 of chapter XI-1 of SOLAS as amended with article 21 of Load Lines with articles 5 and 6 and regulations I/4 II/10 III/8 and V/8 of MARPOL with article X and regulation 4 of chapter I of STCW and with article 12 of Tonnage Convention.
Port State Control
This course is for officers whether they have been ship surveyors masters chief officers or chief or second engineer officers who are to be authorized by their Governments to execute port State control in accordance with regulation 19 of chapter I and regulation 4 of chapter XI-1 of SOLAS as amended with article 21 of Load Lines with articles 5 and 6 and regulations I/4 II/10 III/8 and V/8 of MARPOL with article X and regulation 4 of chapter I of STCW and with article 12 of Tonnage Convention.
