Le Code maritime international des cargaisons solides en vrac (Code IMSBC) adopté le 4 décembre 2008 par la résolution MSC.268(85) est entré en vigueur le 1er janvier 2011 date à laquelle il est devenu obligatoire en vertu des dispositions de la Convention internationale de 1974 pour la sauvegarde de la vie humaine en mer (Convention SOLAS). La présente édition incorpore l’Amendement 08-25 et peut être mis en application à partir du 1er janvier 2026 à titre facultatif en attendant son entrée en vigueur officielle le 1er janvier 2027.

La présente publication fournit des éléments supplémentaires d’information visant à compléter le Code IMSBC tels que le Recueil de règles pratiques pour la sécurité du chargement et du déchargement des vraquiers (Recueil BLU) y compris le Manuel sur le chargement et le déchargement des cargaisons solides en vrac à l’intention des représentants des terminaux (Manuel BLU) et les Recommandations sur l’utilisation des pesticides à bord des navires applicables à la fumigation des cales à cargaison. Seafarers are recognized as a special category of worker and many countries have designated them as key workers in accordance with the adoption of a joint statement by the International Labour Organization (ILO) the International Maritime Organization (IMO) the United Nations Conference on Trade and Development (UNCTAD) and the World Health Organization (WHO).

Given the global nature of the shipping industry and the different jurisdictions with which seafarers may be brought into contact they need special protection especially in relation to contacts with public authorities. The objective of these Guidelines is to ensure that seafarers detained on suspicion of committing a crime are treated fairly during any investigation and detention by public authorities and that detention is for no longer than necessary.

This Manual provides a practical guide for the preparation of messages related to maritime safety information and the dissemination of navigational warnings and/or meteorological forecasts and warnings under the Global Maritime Distress and Safety System.

This course aims to meet the mandatory standards of competence in advanced training for liquefied gas tanker cargo operations particularly for LPG tanker cargo and ballast operations using approved simulator training. Tailored to the trainees’ needs and experience levels the course is a key resource to aid trainees in mastering essential procedures and equipment in compliance with international standards.

Depuis la publication de la première édition en 1965 le Code a été maintes fois modifié aussi bien sur la forme que sur le fond afin de suivre l'expansion rapide du secteur des transports maritimes.

L’Amendement 42-24 comprend les révisions apportées aux diverses sections du Code ainsi qu’aux prescriptions applicables au transport de certaines matières. Il a été adopté en mai 2024 par le Comité de la sécurité maritime de l’Organisation maritime internationale lors de sa cent huitième session. Le Code aura force obligatoire à compter du 1er janvier 2026 mais les Administrations peuvent l’appliquer à titre volontaire en tout ou en partie à partir du 1er janvier 2025.

De toutes les conventions internationales ayant trait à la sécurité maritime la plus importante est la Convention internationale de 1974 pour la sauvegarde de la vie humaine en mer mieux connue sous le nom de Convention SOLAS qui couvre une large gamme de mesures destinées à améliorer la sécurité de la navigation.

The International Maritime Dangerous Goods Code (IMDG Code) lays out the regulatory framework for all aspects of handling dangerous goods and marine pollutants in sea transport but does not include all details of procedures for packing of dangerous goods or actions to take in the event of an emergency or accident involving personnel who handle goods at sea.

This Supplement presents the publications associated with the IMDG Code that cover these aspects of the transport of dangerous goods.

The 2024 edition of the Supplement features:

• the Revised Emergency Response Procedures for Ships Carrying Dangerous Goods (EmS Guide) taking into account Amendment 42-24 to the IMDG Code;
• the Medical First Aid Guide for Use in Accidents involving Dangerous Goods (MFAG);
• the Reporting procedures;
• the Recommendations on the safe use of pesticides in ships;
• the International Code for the Safe Carriage of Packaged Irradiated Nuclear Fuel Plutonium and High-Level Radioactive Wastes on board Ships (INF Code); and
• other appropriate resolutions and circulars pertaining to the transport of dangerous goods including Guidelines for the implementation of the inspection programmes for cargo transport units (MSC.1/Circ.1649) and the List of non-exhaustive voluntary guidance on pest contamination (MSC.1/Circ.1650).

The IMDG Code Supplement should be of interest to maritime administrations shipping companies manufacturers packers shippers feeder services such as road and rail and port authorities.

Of all the international conventions dealing with maritime safety the most important is the International Convention for the Safety of Life at Sea better known as SOLAS which covers a wide range of measures designed to improve the safety of shipping.

The Convention is also one of the oldest of its kind: the first version was adopted in 1914 following the sinking of the Titanic with the loss of more than 1500 lives. Since then there have been four more versions of SOLAS. The present version was adopted in 1974 and entered into force in 1980. This publication commemorates the 50th anniversary of the adoption of the 1974 SOLAS Convention a prominent international instrument for maritime safety.

This edition of the publication presents a consolidated text of the Convention its Protocol of 1988 and all amendments that have entered into force on or before 1 July 2024. Additionally this edition includes the unified interpretations of SOLAS regulations approved by the Maritime Safety Committee.

Le Recueil international de règles de sécurité applicables aux opérations de plongée 2023 (Recueil de plongée de 2023) a pour objet d’améliorer la sécurité des plongeurs et du personnel d’appui à la plongée de faciliter le mouvement et l’exploitation des unités de plongée et d’offrir une norme internationale minimale relative à la conception à la construction et à la visite des unités de plongée afin de contribuer à la sécurité des opérations de plongée.

Le Recueil de plongée de 2023 a été adopté par la résolution MSC.548(107) et s’applique aux navires d’une jauge brute égale ou supérieure à 500 qui disposent d’un système de plongée installé le 1er janvier 2024 ou après cette date.

L’introduction d’organismes aquatiques nuisibles dans de nouveaux environnements par les navires a été identifiée comme une menace majeure pour les océans du monde et pour la conservation de la biodiversité. L’encrassement biologique décrit comme l’accumulation indésirable de micro-organismes de plantes d’algues et d’animaux sur des surfaces immergées (en particulier les coques de navires) est considéré comme l’un des principaux vecteurs d’invasions biologiques.

Les présentes Directives de 2023 pour le contrôle et la gestion de l’encrassement biologique des navires en vue de réduire au minimum le transfert d’espèces aquatiques envahissantes visent à fournir une approche cohérente à l’échelle mondiale de la gestion de l’encrassement biologique.

认识到有必要控制防污底系统中使用的有害物质对环境造成的影响，2001年，国际海事组织通过了《国际控 制船舶有害防污底系统公约》(《防污底公约》)，该公约已于2008年生效。

《防污底公约》第三版收纳了《防污底公约》的最新文本，其中包括关于对西布曲尼(cybutryne)采取控制措施的附件1和4的修正案以及其他相应修正案，这些修正案已于2023年1月1日生效；还收纳了经修订的各导则，以辅助实施经修正的《防污底公约》。

El Código de buceo de 2023 fue adoptado mediante la resolución MSC.548(107) y se aplica a los buques de arqueo bruto no inferior a 500 que tengan un sistema de buceo instalado el 1 de enero de 2024 o posteriormente.

The introduction of harmful aquatic organisms to new environments by ships has been identified as a major threat to world oceans and to the conservation of biodiversity. Biofouling described as the undesirable accumulation of microorganisms plants algae and animals on submerged structures (especially ships’ hulls) is considered one of the main vectors for bioinvasions.

These Guidelines for the control and management of ships’ biofouling to minimize the transfer of invasive aquatic species are intended to provide a globally consistent approach to the management of biofouling.

The GMDSS Manual provides in a single comprehensive publication an explanation of the principles upon which the GMDSS is based including the radiocommunication requirements and recommendations for its implementation the operational performance standards and technical specifications to be met by GMDSS equipment and the procedures for and method of operation of the various radio services that form the GMDSS and the Master Plan for the GMDSS.

La presente edición refundida del Convenio de Facilitación incluye las enmiendas de 2022 (resolución FAL.14(46)) adoptada en el 46º periodo de sesiones del Comité de Facilitación. Estas enmiendas que entran en vigor el 1 de enero de 2024 abordan asuntos como los sistemas de ventanilla única la transmisión electrónica de datos las lecciones aprendidas de la pandemia de COVID-19 y los esfuerzos para contrarrestar los efectos de la corrupción.

También se incluyen en esta publicación las enmiendas de 2023 (resolución FAL.15(47)) cuya entrada en vigor está prevista el 1 de enero de 2025. This model course is intended to provide the knowledge required for seafarers with designated security duties in connection with a Ship Security Plan (SSP) to perform their duties in accordance with the requirements of chapter XI-2 of SOLAS 74 as amended the ISPS Code and section A-VI/6 of the STCW Code as amended.

This model course is intended to provide the knowledge required to enable personnel without designated security duties in connection with a Port Facility Security Plan (PFSP) to enhance security in accordance with the requirements of Chapter XI-2 of SOLAS 74 as amended the ISPS Code the IMDG Code the IMO/ILO Code of Practice on Security in Ports and guidance contained in IMO MSC.1/Circ.1341. Successful trainees should contribute to the enhancement of maritime security through heightened awareness and the ability to recognize security threats and respond appropriately.

تُعنى الاتفاقية الدولية لمنع التلوث من السفن لعام 1973 (اتفاقية ماربول) بالحفاظ على البيئة البحرية عبر الحيلولة دون تلوثها بالزيت وسائر المواد الضارة والتخفيف إلى الحد الأدنى من التسرُّب العرَضَي لهذه المواد. وتُعرَض الجوانب الفنية لهذه الاتفاقية في ستة مرفقات، اعتُمدت المرفقات الخمسة الأولى منها بموجب اتفاقية عام 1973، في صيغتها المعدلة ببروتوكول عام 1978 . وتتناول هذه المرفقات مسائل تلوث البحار من جراء الزيت والمواد الضارة السائلة السائبة والمواد الضارة المعبّأة المنقولة بحراً وقاذورات مجارير السفن والقمامة من السفن. واعتُمد المرفق VI ببروتوكول آخر في عام 1997، وهو يتناول تلوث الهواء من جراء السفن.

وتقدم الطبعة الجامعة لعام 2022 مرجعاً سهلاً و شاملاً إلى آخر الأحكام المحدَّثة من مواد اتفاقية ماربول ومن تفسيراتها الموحدة وبروتوكولاتها ومرفقاتها، مع إدراج كل التعديلات التي اعتمدتها لجنة حماية البيئة البحرية (MEPC) التي دخلت حيّز النفاذ اعتباراً من 1 تشرين الثاني/ نوفمبر 2022.

Международная конвенция по предотвращению загрязнения моря с судов 1973 года (Конвенция МАРПОЛ) направлена на сохранение морской среды путем предотвращения загрязнения нефтью и другими вредными веществами и сведения к минимуму случайных сбросов таких веществ. Она включает шесть приложений технического характера первые пять из которых были приняты в соответствии с Конвенцией 1973 года измененной Протоколом 1978 года. Данные приложения охватывают загрязнение моря нефтью вредными жидкими веществами перевозимыми наливом вредными веществами в упаковке сточными водами с судов и мусором с судов. Приложение VI было принято Протоколом 1997 года и охватывает загрязнение воздушной среды с судов.

Сводное издание 2022 года представляет собой простой в использовании всеобъемлющий сборник действующих положений и единых толкований статей протоколов и приложений к Конвенции МАРПОЛ включая все поправки которые были одобрены Комитетом по защите морской среды (КЗМС) и вступили в силу до 1 ноября 2022 года включительно.
