MANUAL OMI/PNUMA sobre la evaluación de los daños ocasionados al medio ambiente y su rehabilitación tras un derrame de hidrocarburos en el mar
The objective of the Manual is to provide guidance on strategies that may be used to assess the damage and subsequent recovery of the environment resulting from marine pollution incidents. Available techniques are considered together with criteria to help judge the feasibility of such measures to bring about successful recovery of those environments.
The Manual emphasizes the importance of pre-spill planning and provides an overview of assessment techniques and restoration measure in various ecosystems. It also provides guidance on opportunities for compensation through the international oil compensation schemes. Practical examples of natural resource assessment and restoration are provided through a series of case studies.

Manuel OMI/PNUE sur l’évaluation des dommages causés à l’environnement par les déversements d’hydrocarbures en mer et la restauration du milieu
Le présent Manuel a pour objet de donner des orientations relatives aux stratégies susceptibles d'être mises en oeuvre pour évaluer les dommages et la régénération de l'environnement en cas de pollution accidentelle de la mer. Les techniques disponibles sont examinées parallèlement aux critères permettant d'évaluer si les mesures envisagées entraîneraient une régénération adéquate des milieux sinistrés.
Le Manuel insiste sur l'importance que revêt la planification préalable et présente un aperçu général des techniques d'évaluation et des mesures de réparation à mettre en œuvre pour différents écosystèmes. Il fournit également des indications relatives aux possibilités d'indemnisation dans le cadre des régimes internationaux d'indemnisation pour les dommages dus à la pollution par les hydrocarbures. Guidelines for the Development of Shipboard Marine Pollution Emergency Plans
These Guidelines contain information for the preparation of shipboard marine emergency plans.
The main objectives of these Guidelines are:
- to assist shipowners in preparing shipboard marine emergency plans in conformity with the cited regulations
- to assist Governments in developing and enacting domestic laws which give force to and implement the cited regulations
In the interest of uniformity Governments are requested to refer to these Guidelines when preparing appropriate national regulations.
Flag State Implementation

This course is intended to provide officers of the Maritime safety Administration with information on the different obligations and duties of the flag States as required by the United Nations Convention on the Law of the Sea (UNCLOS). It describes how the flag State administration would efficiently discharge such obligations and duties.

This Manual provides:
- Information on oil spill risk evaluation and assessment for the development of preparedness and response
- Guidance for industry and Governments particularly those of developing countries in assessing risk and the adequacy of contingency plans
- Suggestions on how to resolve the potentially complex and varied issues of the assessment process

The Code will benefit designers and operators by consolidating in one document the references to priorities aggregation grouping locations and types including colours and symbols of shipboard alerts and indicators.
This new Code updates revises and replaces the Code on Alarms and Indicators 1995.
Directrices para la elaboración de planes de emergencia de a bordo contra la contaminación del mar
Las presentes Directrices contienen información para la preparación de los planes de emergencia de a bordo. El objetivo principal de las Directrices es:
- Asistir a los propietarios de buques en la preparación de los planes de emergencia de a bordo de acuerdo con las citadas reglas; y
- Ayudar a los Gobiernos en la elaboración y promulgación de leyes nacionales mediante las que se dé fuerza de ley e implanten las citadas reglas.
En aras de la uniformidad se pide a los Gobiernos que se remitan a las presentes Directrices cuando se redacten las reglas nacionales que sean del caso.
Prevention of corrosion on board ships
Following the continuing loss sometimes without a trace of ships carrying solid bulk cargoes and the heavy loss of life caused by such accidents the IMO Assembly in the early 90s requested the Maritime safety Committee (MSC) to develop requirements for the design construction operation maintenance and survey of Bulk carriers and specific precautionary measures with respect to type of cargoes. Consequently extensive deliberations of the issues involved took place at the MSC meetings over a number of years and a raft of measures many derived from Formal Safety Assessment (FSA) studies conducted by various Member States of IMO were considered. One of the many items on the list was “Improved coatings: Controls and/or performance standards for protective coatings in relation to compatibility with cargoes”.
This publication contains performance standards and guidelines developed as a result of the above considerations.
This 2010 Edition reproduces English French and Spanish official texts.

Directives pour l'élaboration de plans d'urgence de bord contre la pollution des mers
Les présentes Directives contiennent des renseignements aux fins de l’élaboration de plans d’urgence de bord contre la pollution des mers. Les présentes Directives visent principalement à :
- aider les propriétaires de navires à élaborer des plans d’urgence de bord contre la pollution des mers qui soient conformes aux règles citées; et
- aider les Gouvernements à élaborer et adopter la législation nationale nécessaire pour mettre en vigueur et appliquer les règles citées.
Par souci d’uniformité les Gouvernements sont priés de se référer aux Directives lorsqu’ils élaborent la réglementation nationale pertinente.
Quantification Addendum: International Medical Guide for Ships
This volume contains recommended quantities indications and dosing for 55 medicines listed in the International Medical Guide for Ships 3rd edition. The quantities are based on three types of ships:
- ocean-going ships with crews of 25–40 and no doctor (Category A)
- coastal ships with crews of up to 25 that travel no more than 24 hours from a port of call (Category B)
- small boats and private craft with crews of 15 or less and usually travelling no more than a few hours from a port of call (Category C)

Le Recueil de règles relatives aux alertes et aux indicateurs 2009 a pour objet de fournir des recommandations d'ordre général en matière de conception et de promouvoir l'harmonisation des types des emplacements et de la priorité des alertes et des indicateurs qui sont prescrits par la Convention SOLAS y compris les normes de performance y relatives et par la Convention MARPOL ainsi que par divers instruments et codes et recueils connexes.
Le Recueil sera utile aux concepteurs et aux exploitants car il réunit dans un document unique les références aux priorités à l'agrégation au groupement à l'emplacement des alertes et des indicateurs de bord et à leurs types y compris leurs couleurs et les symboles.
Ce nouveau Recueil met à jour révise et remplace le Recueil sur les règles relatives aux alarmes et aux indicateurs 1995.
International Medical Guide for Ships
The third edition of the (ILO/IMO/WHO) International Medical Guide for Ships shows designated first-aid providers how to diagnose treat and prevent the health problems of seafarers on board ship. This edition contains fully updated recommendations aimed to promote and protect the health of seafarers and is consistent with the latest revisions of both the WHO Model List of Essential Medicines and the International Health Regulations. The International Labour Organization’s Maritime Labour Convention 2006 stipulates that all ships shall carry a medicine chest medical equipment and a medical guide.

The Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk (BCH Code) presents amendments to the Code to reflect the 2007 revision of MARPOL Annex II and other amendments related to:

- Fire protection
- Personnel protection

The guidance assists regulators and policy makers on the selection of Action Lists and the development of Action Levels for Dredged material proposed for disposal at sea. An Action List is a set of chemicals of concern biological responses of concern or other characteristics that can be used for screening Dredged material for their potential effects on human health and on the Marine environment. Action Levels establish thresholds that provide decision points that determine whether sediments can or cannot be disposed of at sea.

Casualty Investigation Code
Code of the International Standards and Recommended Practices for a Safety Investigation into a Marine Casualty or Marine Incident
The Code of the International Standards and Recommended Practices for a Safety Investigation into a Marine Casualty or Marine Incident requires a Maritime safety investigation to be conducted into every “very serious marine casualty” which is defined as a marine casualty involving the total loss of the ship or a death or severe damage to the environment.
The Code also recommends an investigation into other marine casualties and incidents by the flag State of a ship involved if it is considered likely that it would provide information that could be used to prevent future accidents.

The course is organized under three functions at the management level of responsibility to cover all the required functional elements. Nairobi International Convention on the Removal of Wrecks, 2007
The Nairobi International Convention on the Removal of Wrecks 2007 provides the legal basis to enable States to remove or to have removed from their coastlines and waters around their coasts wrecks posing a hazard to the safety of shipping or to the Marine environment. To achieve these objectives the new treaty includes provisions on the reporting and locating of ships and wrecks and criteria for determining the hazard posed by wrecks including assessment of damage to the Marine environment. It also regulates measures to facilitate the removal of wrecks as well as the liability of the owner for the costs of locating marking and removing of ships and wrecks. The registered shipowner is required to maintain compulsory insurance or other financial security to cover liability under the Convention.

توفّر الاتفاقية السند القانوني الذي يتيح للدول أن تزيل أو أن تطلب إزالة الحطام الذي يشكّل خطراً على سلامة النقل البحري أو البيئة البحرية من سواحلها والمياه المحيطة بسواحلها . ولبلوغ هذه الأهداف، تتضمّن المعاهدة الجديدة أحكاماً تتناول الإبلاغ عن السفن والحطام وتحديد الموقع ومعايير تحديد المخاطر التي يتسبب بها الحطام، بما في ذلك تقييم الضرر الذي يمكن أن يلحق بالبيئة البحرية. وتنص الاتفاقية أيضاً على التدابير الرامية إلى تيسير إزالة الحطام، فضلاً عن مسؤولية المالك عن تكـاليف تحديد موقع السفن والحطـام والتوسيم والإزالة، إذ يتوجّب على مالك السفينة المسجَّل أن يكتتب تأمينًا إلزاميًا أو ضمانًا ماليًا آخر لتغطية المسؤولية عملاً بهذه الاتفاقية.

Manuel sur la pollution chimique
Section 2 – Recherche et récupération des marchandises en colis perdues en mer
Le Manuel sur la pollution chimique comporte actuellement deux sections. La premièe (Évaluation et intervention) a été publiée pour la première fois en 1987 et révisée en 1999. La présente publication (Section 2) a été élaborée par le Comité de protection du milieu marin (MEPC) de l'Organisation maritime internationale (OMI). Elle a pour objet de fournir aux gouvernements des indications sur les méthodes de recherche et de récupération des marchandises en colis perdues en mer auxquelles s'appliquent les dispositions du chapitre VII de la Convention SOLAS 1974 telle que modifiée et de l'Annexe III de la convention MARPOL telle que modifiée.
La priorité devrait être donnée à toutes les mesures qui peuvent raisonnablement être prises pour éviter la perte par-dessus bord de colis contenant des marchandises dangereuses et des substances nuisibles. Toutefois la possibilité d'une telle perte ne peut jamais être totalement exclue. La présente section (Recherche et récupération des marchandises en colis perdues en mer) décrit le sort des colis perdus en mer et les mesures susceptibles d'être prises à leur égard et énonce des lignes directrices sur la manière de procéder pour déterminer s'il convient ou non de récupérer les colis.
Les problèmes liés aux accidents de pollution par les hydrocarbures et les renseignements connexes font l'objet des sections I à VI du Manuel sur la pollution par les hydrocarbures.
Il convient d'obtenir l'avis d'experts sur les mesures à prendre en cas de colis contenant des matières de la classe 7 du Code IMDG (matières radioactives) auprès de l'Agence internationale de l'énergie atomique (AIEA) et de se reporter au Guide de sûreté de l'AIEA Planification et préparation de l'intervention d'urgence en cas d'accident de transport mettant en cause des matières radioactives (TS-G-1.2).

Manual on Chemical Pollution: Section 2 – Search and Recovery of Packaged Goods Lost at Sea
The Manual on Chemical Pollution currently has two sections. Section 1 Problem Assessment and Response Arrangements was first published in 1987 and revised in 1999The present publication Section 2 was prepared by the Marine Environment Protection Committee (MEPC) of the International Maritime Organization (IMO) and provides guidance to Governments on search and recovery procedures for packaged goods lost at sea to which the provisions of chapter VII of SOLAS 1974 as amended and Annex III of MARPOL as amended apply.
Priority should be given to all measures that can reasonably be taken to avoid the loss overboard of packages containing dangerous goods and harmful substances. However the possibility of such loss can never be totally excluded. Search and Recovery of Packaged Goods Lost at Sea describes the fate of such packages and related options for response and gives guidelines on how to decide whether the packages should be recovered.
Problems related to oil pollution casualties and related information are specifically addressed in the IMO Manual on Oil Pollution Sections I to VI.
Expert advice on response to lost packages containing IMDG Code Class 7 (Radioactive material) should be obtained from the International Atomic Energy Agency (IAEA) and reference made to the IAEA Planning and Preparing for Emergency Response to Transport Accidents Involving Radioactive Materials Safety Guide TS-G-1.2.
Revised Recommendations on the Safe Transport of Dangerous Cargoes and Related Activities in Port Areas
A Recommendation on Safe Practice on Dangerous goods in Ports and Harbours was first circulated by the Organization in November 1973. The subsequent development of new techniques in shore and ship operations as well as the desirability of having more comprehensive recommendations which included Dangerous goods in packaged form liquid and solid dangerous substances and liquefied gas carried in bulk made it necessary to revise and update the Recommendation.
The revised Recommendations are aligned with relevant IMO codes and the IMDG Code in particular. It is considered essential to harmonize the rules within the port area with those applied to the ship in order to ensure smooth operations and to avoid misunderstandings between ship and shore. A non-exhaustive glossary of relevance to the handling of dangerous cargoes is given in appendix 1 of this publication.

The Guidelines for the design and construction of Offshore supply vessels were adopted by the Assembly of the Organization in 1981 by resolution A.469(XII).
These Guidelines included guidance on intact stability that was later incorporated into the Code on Intact Stability for all Types of Ships covered by IMO Instruments. To take account of the adoption of this Code and amendments to the SOLAS Convention that have entered into force after 1981 new Guidelines for the design and construction of Offshore supply vessels were adopted in 2006. These new Guidelines also include a form of Document of Compliance for Offshore supply vessels.

Le présent cours type a pour but de fournir la formation aux candidats pour assurer les opérations de pêche à bord des navires conformément au paragraphe 6 de la règle 1 du chapitre III et de l'annexe 2.2 de la résolution 4 du Document joint numéro 2 de la Convention STCW-F 95 de l'OMI. Le présent programme du cours englobe les prescriptions de la Convention STCW-F de 1995 et celles des chapitres 6.24 et 6.29 du Document FAO/OIT/OMI destiné à servir de guide pour la formation du personnel des navires de pêche et la délivrance des brevets. Le cours est ouvert à tout le personnel des navires de pêche appelé à servir à bord des navires de pêche en mer. Il n'y a pas de prescriptions scolaires particulières pour l'admission.

Les Directives pour la conception et la construction des navires ravitailleurs au large ont été adoptées par l'Assemblée de l'Organisation en 1981 par la résolution A.469(XII).
Les présentes Directives contenaient des renseignements sur la stabilité à l'état intact qui par la suite ont été incorporées dans le Recueil de règles de stabilité à l'état intact pour tous les types de navires visés par les instruments de l'OMI. Par suite de l'adoption de ce Recueil et compte tenu des amendements à la Convention SOLAS qui sont entrés en vigueur depuis 1981 il a été adopté de nouvelles Directives pour la conception et la construction des navires ravitailleurs au large en 2006. Ces nouvelles Directives contiennent également un modèle de document de conformité pour navire ravitailleur au large.

SUA Convention
The International Conference on the Suppression of Unlawful Acts Against the Safety of Maritime Navigation 1988 (SUA Convention) reproduces the texts of the 1988 and 2005 Treaties their consolidated versions and the Final Acts of the 1988 and 2005 Conferences. Also included are the texts of the original Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation (SUA) 1988 and its Protocol the Final Act of the 2005 Conference the two Protocols adopted by that Conference as well as the consolidated text of the 2005 SUA Convention and the consolidated text of the 2005 SUA Fixed Platforms Protocol. The purpose of these internationally agreed measures is to improve security and reduce the risk to the lives of passengers and crews on board ships.

Condition Assessment Scheme
In view of the revised MARPOL Annex I coming into force on 1 January 2007 as did the amendments to CAS by resolution MEPC.131(53) the purpose of this publication is to provide an easy reference to the up-to-date provisions of CAS including incorporation of all of the amendments that have been adopted by the MEPC up to and including the amendments adopted by resolution MEPC.131(53).
IMO Guidelines on Ship Recycling

The present publication contains the consolidated text of the IMO Guidelines on Ship Recycling adopted by Assembly resolution A.962(23) as amended by Assembly resolution A.980(24) while also referring to the existence and relevance of the guidelines on the same subject by ILO and by the Basel Convention.

تجمع وثيقة أعمال المؤتمر الدولي المعني بقمع الأعمال غير المشروعة الموجهة ضد سلامة الملاحة البحرية لعام 1988 نصوص معاهدتي عامي 1988 و2005 وصيغتيهما الموحدتين والوثيقتين الختاميتين لمؤتمري عامي 1988 و2005. وتتضمن أيضاً نصوص الاتفاقية الأصلية لقمع الأعمال غير المشروعة الموجهة ضد سلامة الملاحة البحرية لعام 1988 وبروتوكولها، والوثيقة الختامية لمؤتمر عام 2005، والبروتوكولين اللذين اعتمدهما ذلك المؤتمر، فضلاً عن النص الجامع لتعديلات اتفاقية قمع الأعمال غير المشروعة الموجهة ضد سلامة الملاحة البحرية لعام 2005 والنص الجامع لتعديلات بروتوكول المنصات الثابتة التابع لاتفاقية عام 2005. والغرض من هذه التدابير المتفق عليها دولياً هو تعزيز الأمن والحد من المخاطر التي تهدد حياة الركاب والأطقم على متن السفن.
